Sorry, this statement is not true: TDE does not force hplip 3.12. In fact if
you look at the debian package database there is no hplip 3.16:

Package hplip
squeeze (oldstable) (utils): HP Linux Printing and Imaging System (HPLIP)
    3.10.6-2+squeeze2: amd64 armel i386 ia64 kfreebsd-amd64 kfreebsd-i386 mips
mipsel powerpc s390 sparc
wheezy (stable) (utils): HP Linux Printing and Imaging System (HPLIP)
    3.12.6-3.1+deb7u1: amd64 armel armhf i386 ia64 kfreebsd-amd64 kfreebsd-i386
mips mipsel powerpc s390 s390x sparc
jessie (testing) (utils): HP Linux Printing and Imaging System (HPLIP)
    3.14.6-1+b2: amd64 arm64 armel armhf i386 kfreebsd-amd64 kfreebsd-i386 mips
mipsel powerpc ppc64el s390x
sid (unstable) (utils): HP Linux Printing and Imaging System (HPLIP)
    3.14.6-1+b2: amd64 arm64 armel armhf hurd-i386 i386 kfreebsd-amd64
kfreebsd-i386 mips mipsel powerpc ppc64 ppc64el s390x sparc
    3.14.6-1+b1 [debports]: alpha
    3.14.6-1 [debports]: hppa powerpcspe x32
    3.13.11-2 [debports]: m68k
    3.13.4-1 [debports]: sh4
    3.11.12-2 [debports]: sparc64

On my wheezy with TDE I can do "aptitude dist-upgrade" without breaking the
system, and I have TDE R14 and deb-multimedia, too.
