I am aware *that* Kevin is looking into an event in Africa at some unspecified time in the future. That he has considered South Africa and/or Ghana. To the best of my knowledge there is no location or plan as of yet.

With my ASF Director hat on, PLEASE PLEASE PLEASE do not initiate work
on running any medium or large sized conference in any territory without
first discussing your idea with Rich Bowen and the Conferences
committee. These are massive undertakings and require team planning and
careful consideration, not just one person's heroic efforts. The ASF
only has so much bandwidth to run these in any given year.

Small events ("meetup" sized) already have a new budget line-item that
I'm working on, and there will be a nice and easy way to run these with
minimal involvement necessary from the ASF side.
