Yes, just like GSoC. We put projects on the outreachy site and prospective
interns apply for them. we review and select the best.

Thanks. Hmmm...sounds like its more a problem of lobbying an external
entity to provide funding for a specific sub group.
I will write to the TAC team and understand more if this is not an area to
be handled by the Diversity Committee.
