I've built and booted a current RP4b denovo and reproduced the behavior. Here is a menu of how to recreate the issue.
Use rpi-imager Generate a 32gb SDCard for RP4b with 64b Bookworm OS Boot the card, set up your wifi connection. $ sudo apt-get install dselect $ sudo dselect <update> <select gnustep User applications for the GNUstep Environment> <accept everything it requests for install> select Raspberry->Office->AddressManager from the top tool bar. Watch it flicker. I've been living with it, but some of your other users will eventually run into so I figure it is a service to those others as the RP4b and RP5's are becoming more and more popular.
