I've pulled an RP4b from stock and am burning a fresh 32gb sdcard with Raspbian
arm64 64b bookworm port.

I am not sure why this is happening without more information. I am wondering,
as Ethan had suggested, if this is due to Wayland.

Can you give a complete description of your configuration? Including but not
limited to model of rpi, version of raspian, etc.

I have a couple of rpi models but I would like to duplicate this issue
completely if possible.

It’s also possible something is stealing focus elsewhere.

The example video is done with the Gnustep Calculator and occurs with all
applications. It does not happen anywhere else, and in fact did not happen on
older versions of Raspbian.

This is likely due to how your application is written. Something is forcing a
re-display of the windows and the menu in your application event loop.

I have never observed this on any rpi and I have had several and it is a well
tested platform.

It would be difficult to explain, so here is a short video showing the issue.
