I found myself too in that situation, where I was forced to rank things that I don't consider suitable at all. For example, my first and second choice, I do mean it, ... my 3rd, not at all, however, it will count to the result as a "3rd" choice, artificially.

I found the last question disappointing - it required me to rank five
options as to how well they fit in Fedora, without letting my say how
well I think each of them fit in Fedora.  There was no way to say
"Doesn't fit" although I would have preferred they all be marked that
way.

Consider my answer to be "how poorly these fit in Fedora, with the worst
fitting listed last."
