[~wave] I was not trying to imply that a contributor had to be invited by a PMC 
to file an ICLA. Anyone can file an ICLA at any time. And I agree with you that 
it makes is a lot easier to invite a committer if they have already filed an 
ICLA (and if the PMC knows about it).

I was trying to say that if a contributor perhaps does not realize that an ICLA 
can be filed at any time, the PMC could encourage the contributor to file an 
ICLA once the PMC notices that they have done more than trivial contributions.

In fact, we could encourage PMCs to take a good look at all contributors (IIUC, 
GitHub makes this straightforward) and make note of everyone who has a 
sustained non-trivial history of contributing.
