You might want to consider making it a little less prescriptive as I know of PMCs who for example: - Use different votes lengths than 72 hours - Require a differing amount of votes for the vote to pass (e.g. a super majority of the PMC) - Treat a -1 as a veto or don't Most of these are not common, so what you have proposed would IMO fit the majority of projects' needs.
