[~myrle] Yes, the intent of this ticket is to allow PMCs to vote on accepting
new committers and I'm afraid it is not entirely clear.
In fact, the "new screen" that is called when one of the new buttons was
intended to be the separation between whimsy tooling and the new tooling
managed by "other".
But the handling of ICLAs should be yet another "new screen" that is not a
whimsy tool. After pondering your mail for a bit, I agree that I've been
thinking about ICLA and committer upside down. Once a PMC has accepted more
than a few drive-by PRs, the PMC should invite the contributor to file an ICLA,
and we should make that the primary route to accepting enough contributions to
consider making the contributor a committer.
