[~clr] rather than have the PMC invite someone to be a Contributor (adding more
"administratium") why not just encourage contributors to self file their ICLA
(and get an id as [~fielding] suggested). Once the PMC decides that a
self-filed contributor is ready to be a committer then it becomes very quick
and easy - no matter where or how the VOTE occurs. Separate the ICLA process
from the Committer process completely.
