To provide a binding +1 on the source package, one is expected to build it. This has never changed. In practice, since we simultaneously vote on the official source and on accompanying convenience binaries, it would be crazy if everybody tested only the source.
This is why for the 4.1.2 vote I asked that people made it clear what they had done to assess that release and give their +1. The Release Manager can always cancel/restart a vote if there are issues.
So I think we can solve this by simply asking people to tell us what they tested exactly, which unsurprisingly is what we have always done in the past.
