Regarding the maturity model. This is NOT official policy. It was developed by 
the community development project and there was significant push back in the 
incubator about it being any kind of policy. There were in excess of 100 emails 
about it. Use of it here is a completely separate topic which should not have 
been mixed with official release policy discussions.

One of the core values of the Apache Way is to have the minimum number of 
policies.
