-> Mail notification can use a apache.org address if the messages are then
visible on a forum thread for example and if we can send a mail under that account
(see below why)
NB: 3 users have used the address in December and 4 in January (including an
anti-spam measure that needs a reply from the sender, it means that we need to
reply with the admin account).
-> The phpBB upgrade doesn't really need any consensus I guess.
