what change is required to block other sign-up methods.

I have no good feel for the volume: "real" requests are entirely buried
in the spammer requests. I only recall a handful of real contributors in
the past several months: a few folks from QA, a few NL folks working on
their special language areas, and Keith McKenna. My SWAG would be .LT.
one/week. If I'm (pleasantly) proven low, we'll work something out.
