If you watch the lists long enough, you'll learn that the most
effective way to do something, is to do it _without_ announcing, or
mentioning it on a list that Community Reps, or Project Leads are on,
prior to starting it.
Announcing it on list that Project Leads, or Community Reps are active
is, is pretty much going to get it either shot down on sight, or
forced into a spending hours in email/meetings, etc, to see it get
shot over time.
If you start/do the project, and only announce it after the fact,
you'll get complaints, but it won't be shot down.
