Is it possible to have full install sets for small languages (meaning low download count) like Serbian Cyrillic and Latin off the mirror network?
in general, that would be possible. We have to check how many languages would fit into that scheme, i.e. if it "saves" us enough space on the large mirror network.
However, the main problem will stay the same. Of course we want to increase the translation activitiy and we want to gain adoption for those low-download languages, so some day, the problem will be there again. :-) Thus my proposal with the multilang installer and language packs.
