There is no NOTICE file, and my understanding from the legal-discuss thread is that this means no copyright attribution is required, and that copyright attribution would go in NOTICE if required, not LICENSE. For me, the documents on Apache websites and the advice from legal-discuss is reconciled and I am proceeding with creating an RC. I believe we will not be in violation of any Apache policy by shipping with the LICENSE as it is in Git (I checked in the amended text). At this point, I think it is time to get the Installer in the hands of our customers so we can get better information on those failures. If we get some other answer from legal-discuss, we can rectify it in the next Installer release. I predict we will do a 3.2 based on information we learn from failure tracking. -Alex
