IMO the only fair and "safe" way is to have factual badges. Things like
"committer", "PMC member", "took the ASF media training" etc which are all
facts.

Counterpoint: That's incredibly boring, and kind of negates the purpose of doing a fun thing in the first place.

Have a look at https://badges.fedoraproject.org/ and the mix of factual and whimsical badges. This is *NOT* a proof of work system. It's a community development, encouraging/celebrating contribution system.

If it's just a list of accomplishments, well, Kibble already does that.
