No, but I just checked: among the newest 25 packages in browse.dgit.d.o, 16 contain a d/patches directory and would thus (presumably) be not eligible for creating the hash locally.
That might be overly pessimistic, but in that case somebody more conversant with the internal workings of various dgit workflows would have to offer a more stringent analysis.
