I may be missing some context, but --- As I understand, the proper way to resolve disagreement over technical issues is to bring the matter to the Technical Committee. Why are you proposing a GR instead? If you didn't ask the TC, for me that would be enough reason to rank your proposal below NOTA (if I were a DD and could vote). While if you did ask and they didn't rule in your favour, it must be noted that overriding the TC requires 2:1 supermajority. Gerardo Ballabio
