One tiny quibble: I think section 4.1.3 of the constitution is very clear that no, a project delegate cannot ignore a GR without ignoring the constitution entirely, in which case they could also ignore the DPL changing the delegation and we're in different uncharted territory. I think this is much more explicit than the implications of 6.1.1.
