linuxppc_2_4 apparently - I'm shocked this doesn't roughly equate benh-stable :-) > kernel-image-2.4.21-newpmac? Nowhere perhaps - I recall kernel image names like that from my last install so I guessed there should be one. Build your own kernel - rsync benh-stable or benh-devel from rsync.peguinppc.org, and use kernel-package to build a kernel image package off that (use the config from the Debian powerpc kernel as a hint in this).
