Following what I wrote on removals and the discussion on DEP 18, I think that the following would be very neat:
- Packages are on Salsa, - moving the source repository to a special group called 'removed' removes the package from Unstable. - reverting the move of the source repository reverts the removal. - people with insufficient privileges ask for removal with a Salsa issue. - people abusing the system get signalled to the community team who can propose the people to be reomoved from Salsa by the Salsa admins or from Debian by the DSA. Unfortunately, architecture-specific removals can not be done under this pattern, but maybe it could be automated that anything depending on architecture-is-64-bit gets removed from i386, armel and armhf for instance?
