AFAIK the armel architecture has no lock-free atomic primitives, so you probably need to link against the atomic library because opencpn uses std::atomic somewhere in its codebase.

Try adding

        export DEB_CXXFLAGS_MAINT_APPEND += -latomic

to your debian/rules.
