I agree -- changing the questions, and paying everyone percentages is potentially worth trying in a future year, but our current questions ask if people "need" the money and how much they "cannot" fund. So paying a percentage now rewards people who lied in the answers in the hope of getting more than the "need" but doesn't help those who were precisely truthful.
