For those people who follow the actual wording in Penta and pay as much of the travel costs as they can afford, 80% sponsorship is equivalent to 0% sponsorship. For many of those who just ask for whatever they feel they can get away with, 80% might be good enough, though less so for last-minute airfares. I know people in both groups exist, but I'll yield to others' judgment as to their relative frequencies and how to proceed here.
