I see two major financial components here that are not included in your list above: managing the budget overall, and soliciting and communicating with sponsors. This could either be one two-person Finance coordinator subteam or a Budget coordinator and a Sponsorships coordinator. (The difference only matters for purposes of majority vote, which will hopefully be superceded with consensus in most situations.) I'm willing to volunteer to work on the overall budget management component, plus coordination with SPI (and optionally PostgreSQL). I have experience dealing with Andreas and the DC5 and DC6 budgets and sponsors from my role as SPI Treasurer. I can also help Neil out with the website and any localteam issues suitable for non-UK people, though that should be comparatively more minor.
