I'm not sure. It almost seems like it could go either way. It says allowing
users to gain access to csgo items that aren't in their inventory. I would
read that to mean that skins that are not officially part of the csgo
game/economy can be given on servers. But I don't know. It might "devalue"
skins of there are better skins available off the market in community
servers.
