I think this would be a horrible idea. Less-than-upstanding communities
could easily "vote brigade" a server and send their players to report
competing or more popular servers. We know Valve's promise that "all
overwatches would be reviewed while in beta before any bans are given" was
a lie, so I can only assume there would be absolutely no oversight on this
process as well.
