I think you might need a strong program with either (a) no built-in
knowledge about the game of go (i.e. pure UCT with no open book, no
heuristics, etc) or (b) with built-in knowledge which can be shown to
be of equal benefit to both black and white.

I'm guessing that (a) will happen before (b).
