My solution was the same as Dennis’. I lightly sanded a small area of the fiberglass near the head of the quarter berth that would be next to the nav station and easily visible to the Coasties during an inspection, applied a decal with the number and the tonnages, and painted over it with a coat of epoxy. I believe I used the slow cure epoxy so it would stay clear and not yellow over time.
Two other boats in my area have wooden plaques with the number routered into them, and the plaques are screwed to bulkheads. One has it at the top of the wooden bulkhead that separates the foot of the v berth from the anchor locker. On the other it is on a bulkhead next to the nav station. The wooden plaque is a pretty common solution, but I’m not sure if it really meets the requirement that the number would be permanently attached and obvious if it is removed. I did see one boat where the number was cut into a bulkhead with a router. Which looked pretty crappy since the bulkhead way made of plywood, and might weaken the bulkhead.
