I did mine like Dennis.  I had my boat inspected as a UPV and the only
concern was that I had placed the numbers on the inside of the lazaret
hatch/lid.  Upon opening the lid the numbers are quite clearly visible.  I
suggested that someone could disassemble the hinge and remove the lid
taking the numbers with it.  The inspector agreed and suggested that I
simply move/add the number to the hull below the hinge.  Still inside and
still visible with the lid open.

He also advised that the USCG makes a habit of boarding from the starboard
side and that having "things" within view makes their life easier.  So,
given the choice inspection decals would be best placed on the starboard
hull or cabin windows.  In my case the doc numbers are in the port locker.
When you open the lid they are read from the starboard side of the
cockpit...where one would stand after boarding the boat.
