Jim,

Love the fact that you you are learning to work on your engine and as you are 
finding out you have a wealth of information available to you here on the list.

One word of caution (first hand experience talking here) after you play with 
the fuel system make sure you have all the air out of it.  The dang thing may 
crap out at the most inopportune time with just a wee bit of air. 

Run it in gear under load  for a bit and listen to it.   It is fairly obvious 
if it is happy.

FYI - The last little press of the flipper is where the actual pumping happens. 
 If this is really short, the pump is probably on the lobe of the cam.  Turn 
the engine over a bit to get on the flat part.  Hope that makes sense.

Shut the fuel off.  Unscrew the cup.  Pull out the filter.  Insert a new one.  
Fill the cup with new fuel.  Screw the cup back on.  Open the vent.  Pump the 
priming/lift pump lever until the filter cup is fully vented.

In case you don't know, the lift pump is on the right side of the engine, about 
halfway down and one third of the way forward of the flywheel.  It will be the 
first thing on the engine that the fuel flows into.  The filter is next in line 
moving forward.  The lift pump should have a little flipper that you can push 
up and down to manually prime the system.
