Shut the fuel off. Unscrew the cup. Pull out the filter. Insert a new one. Fill the cup with new fuel. Screw the cup back on. Open the vent. Pump the priming/lift pump lever until the filter cup is fully vented.
In case you don't know, the lift pump is on the right side of the engine, about halfway down and one third of the way forward of the flywheel. It will be the first thing on the engine that the fuel flows into. The filter is next in line moving forward. The lift pump should have a little flipper that you can push up and down to manually prime the system.
