You know, I am just thinking that maybe the pump is wired directly to the 
battery but I have never left the toggle in the ON position when I nleft the 
boat.  I will have to try that , fill the bilge with some water, then turn off 
the power, but leave the toggle in the on position.

You have answered your own question....wire the bilge pump direct to the 
battery...make sure there is an inline fuse.
