When I read your original post, Terry, I had the same question as Dennis: Does your water system have an accumulator? Say a gallon size or larger?
The accumulator is recommended by Jabsco, and is intended to smooth out pressure fluctuations (pulsing of the water flow) from the pump. But the behavior you cite is also typical if you have a larger accumulator. The water has to flow a few seconds or so before the pressure drops enough to turn on the pump motor. The new pump does not come on right way as it is supposed to, instead it takes 15 to 45 seconds for it to start.
