At least there was no storm damage! The PO of my moat used silicone on the outside with limited success, and it looked like crap. I'd try the sealant that was originally used to avoid any reaction between the two sealants. If you use tape, you will need Goo Gone or the like to remove the sticky mess. I believe the bolts are #10 bolts. You can measure the nuts at a hardware store.
