My 2 cents: 

Tighten the alternator belt and see what your RPMS are. A loose belt on our 
engine will indicate lower RPMS than actual. 
Sounds like the bottom needs a good scrub, and barnacles on the prop and shaft 
are causing the vibration? Sounds like someone dove on the boat to check the 
prop, but did they spend time and check the keel bottom? One year I found alot 
of barnacles on the bottom of our keel where the bottom paint was worn off. It 
was rough like a coral reef. This is the peak time in New Jersey for barnacles. 

My son dove under our boat and found barnacles on our prop and shaft and spent 
an hour cleaning them off and cleaned the bottom. He said some things during 
the races later that day that indicated he did about 75% of the job. I'm 
thankfull he did it but there's nothing like seeing for yourself.

Also, don't forget to check the stop and throttle cables at the engine. I 
had a loss of power on my 2GM20, and it turned out that the stop mechanism 
on the engine was gummed up and only opened part way when the stop handle 
was pushed all of the way down in the cockpit.

Inability to increase revs could also be caused by a partially blocked 
elbow.
