The list below earlier posts cover the usual suspects. Re the smelly black powder. I agree with an earlier post that it is a result of alternator belt wear. If the batteries are low from lack of use the alternator will be attempting to deliver a high rate of charge. Couple that with the admitted low maintenance (old alt belt) and you often get belt debris flung far and wide.

This could explain the vibration + loss of speed, but not the low RPM. For the rubber smelling material in the bilge, I am currently having a similar issue. In my case, it is due to heavily deteriorated sound insulation material in the engine compartment (the black rubber foam literally falls off and gets carried to the bilge, resulting in a fine black powder). I've been delaying the moment of ripping off this lining to change it since last year and been wondering if that powder could be slowly causing other damage, such as clogging the air filter...
