I don't run any servers on Shaw anymore, I use them strictly for
connectivity.  I know that a couple of years ago they intercepted
outgoing connections on port 25 for residential connections, I do not
know the state of SOHO.  They did this then without notice, so it
would not surprise me if that behavior persists.  I would expect that
most SOHO customers do not run their own servers, so they have just
implemented a change in response to a SPAM or virus threat.  They have
also traditionally tended to do a rolling deployment so they can judge
end user impact.  You may just be unlucky enough to be one of the
first.

The solution is to use a smarthost relay.  I am finding that more and
more I am pushing more mail accounts on to hosted solutions, such as
Google Apps, Fastmail and so on.  I personally only have one domain
left that I directly host, and since it is in a local co-lo facility
the cost/benefit ratio does not make sense.  I am still sorting out
alternatives (it is looking like a VPS is the only really viable
option, and that is not much different than trusting Google not to
snoop or mess with your data).

When using a smart host to relay, you still have to use a different
port, typically 587 or 465, and typically you would use encryption and
authentication which can get a little tricky.
