Can't speak for other services in Calgary, but TWC RoadRunner in NC (and
much of the U.S.) has restricted outbound port 25 traffic from their
non-business customers for years.  Too much spam otherwise.  They expect
you to funnel it through their servers so they can run spamchecks, etc.

I was forced to smarthost my home server's outbound email to another
server I have outside TWC networks several years ago.
