I know in the past they have been tampering with the mail ports
especially in the downtown area for residential clients but had left the
SOHO (small office home office) alone. I can understand the reason for
doing it but should it be done in the first place and certainly should
not be done without warning.

Can't speak for other services in Calgary, but TWC RoadRunner in NC (and
much of the U.S.) has restricted outbound port 25 traffic from their
non-business customers for years. Too much spam otherwise. They expect
you to funnel it through their servers so they can run spamchecks, etc.
I was forced to smarthost my home server's outbound email to another
server I have outside TWC networks several years ago.
