 The one business reason I can think of offhand, which is irrespective of
any other consideration, is stupidity. People ignore policies, if they
think they can get away with it. Even if it is a sacking offense, it only
takes one incidence of someone violating policy to create a temporary
runaway situation if they become infected.

 Second reason, personally, is perfection. One may never achieve it, but
one will bloody well die trying :)
