Insofar as Bitcoin is not considered "crypto" (which is common), I would
tend to agree with this. But it is important to note that your
description does not include Bitcoin.
The cfarm is supposed to be used for developing (which includes testing
etc.) any software that is close enough to open source, anything that
benefits user freedom and all that goodness. It is hard to see how any
klepto stuff will fit in with that, even if "technically" it is open
source.
This again affirms Bitcoin is not included in "crypto" per your
definition, as it strongly benefits user freedom.

I think discussing the virtues and drawbacks of Bitcoin (and/or
"crypto") is out of scope for this mailing list, though. The only reason
I am replying at all is because it seems others are interested in
banning certain types of development in addition to banning abuse.
