I didn't say they mean the same thing.  Please respond to the actual
points I make, rather than irrelevancies.

If a driver is redundant, then we have no need to care about it.  If a
driver doesn't work, we should not include it.  The only exceptions
are where there is a concrete plan to make a non-working driver into a
working one.
