In Rule 2714, in the paragraph beginning "For any two decimal digits,"
replace "2 spendies" with "N spendies, where N is the number of times e
has granted emself cards by this method in the current Agoran Week"
Rationale: the current transmutation method may seem prohibitive
especially to those who are not ahead in the game, since they may want
to invest their 2 spendies in Agoraculture. This gives a free transmute
every week, while still ensuring the rate limiting that the 2 spendie
fee is there for in the first place remains in spirit.
