Actually, rather embarrasingly, the word Institution only appears once in the latest HLR. "Contracts" in adding contracts as a valid owner, must have subtracted institutions. Therefore, the Chest has no shinies. From rule 2166 "Unless modified by an asset's backing document, ownership of an asset is restricted to Agora, players, and contracts.".
