The thing I'm worrying about is whether "it makes sense" includes "even if somewhere else defines a mechanism for the action". E.g. the example of "The Promotor CAN distribute a proposal which is in the Proposal Pool at any time." (Admittedly "somewhere else" is the previous paragraph in that case.)
