The precedence system has only been changed once in Agoran history, from
Nomic default mutable/immutable to current Power system.
It works smoothly. It's been around a long time. Maybe it's time for a
major change, because "it just" works in a nomic can also be "it's just
boring and taken for granted."
Working out all the bugs, scams, problems, and structures in a new system
is part of the "fun".
I also think this provides a much-needed structure to the rules. Sure
the rulekeepor imposes an order as they see fit, but rules aren't
written with any particular organizational style in mind. IMO this is
part of why we have definitions and responsibilities unintuitively
spread out across rules. The registrar's responsibilities and reports
are defined in 4 rules across 3 categories [1]. The herald's duties are
defined across 6, also spread through categories. These things are
fixable (and I've been working on a proposal to do so), but I think more
strictly imposed organization on the rules would prevent this in the future.
