It would be really cool to have the Executive Branch oversee all
sub-games, and have mechanisms to change sub-games (add, remove, amend)
without normal proposals or shenanigans such as the game master issues.
Other (half-baked so far) ideas:
* Giving each head an extra vote, similar to the one the Speaker gets,
in their branch.
* Allowing the arbitor to change CFJ rules to accommodate different
leadership styles and differing numbers of players.
* Well-meaning branch loyalty and rivalry
